World’s First ‘AI Manipulation’ National Assembly Candidate Appears

Ahead of Colombia’s general election, the world’s first “AI-controlled” parliamentary candidate, who carries out parliamentary activities according to artificial intelligence (AI) instructions, took the mound.

According to Colombian media Vanguardia, an artificial intelligence-based digital participatory democracy model has completed formal candidate registration in the general election.

Carlos Redondo, a robot engineer, and Alba Rinco, an anthropologist, will challenge the Senate and House seats, respectively. The two candidates have been officially registered as human candidates, but pledged to leave all legislative voting rights to the agreement reached by the AI platform when elected.

Their project “Guaitana IA” is named after an indigenous female warrior who stood against the 16th century conquest army. The decision-making process is based on technology data and community consensus, and artificial intelligence summarizes and puts the bill to be submitted to the National Assembly on the platform.

Members of the community vote directly on the policy, and the results are recorded on the Ethereum blockchain, making it impossible to modify. Members must vote in the plenary session of the National Assembly depending on the direction the data instructs.

Colombia’s Election Commission (CNE) initially rejected the registration of AI candidates as unconstitutional. However, the committee finally approved a “hybrid model” in which humans act as legal agents and artificial intelligence supports decision-making.

This is the first case in the world that actual politics in the form of artificial intelligence effectively manipulating the voting rights of human lawmakers.

Currently, 95 young people are participating in the Gaitana IA team’s technology development. “Politics without data is dangerous and human ego creates corruption,” candidate Carlos Redondo said. “Artificial intelligence will completely eliminate corruption and opacity of existing politics.”
