It seems to be a measure in consideration of the fact that the Japanese National Assembly pointed out that many Chinese international students are benefiting from this system.
The system reviewed by the Ministry of Education, Culture, Sports, Science and Technology is the “Next-generation Researcher Challenge Research Program” launched in 2021 to encourage graduate students to enter the graduate school’s doctoral program.
Through this system, the government paid up to 2.9 million yen per person per year for living and research expenses regardless of nationality.
Last year, 10,564 Ph.D. graduate students received subsidies. Among them, 4,125 were international students and 2,904 were Chinese students. In other words, 27.5% of all recipients were Chinese.
As early as next year, the Ministry of Education, Culture, Sports, Science and Technology plans to pay up to 2.4 million yen in living expenses to Japanese only, and to give research expenses to foreign students as before.
However, the amount of research funds will be adjusted according to the research content and grades, and graduate students attending work will also be included in the application.
“The main purpose of this system is to support Japanese students,” he said. “It is to change it to suit its original purpose.”
